近年來台灣政府及民間積極辦理援藏人才培訓活動，報名人數和受重視程度逐年增加，獲得極大廻響，尤其蒙藏委員會在媒合有志從事海外援藏工作者與執行援藏計畫之非政府組織間的合作，廣受歷年參與學員及社會大眾的認同與肯定。為持續鼓勵國內非政府組織及相關團隊赴印度各藏人社區寺院服務和實地執行醫療援助、衛教等工作，促進台灣和西藏間的相互認識和交流，本（2008）年賡續規劃辦理培訓工作，以落實培訓人才實際投入海外援藏工作，並促進國內民眾關懷藏人及參與國際事務。

活動三、海外援藏志工計劃補助
為落實培訓人才實際投入海外援藏工作，鼓勵學員自行組隊研提海外援藏計畫向蒙藏委員會申請補助實地執行。
申請時間：即日起至97年9月30日
計劃內容:
1. 參與計劃之學員必須參與海外援藏培訓營
2. 須與直接服務海外藏人或從事藏人發展事務之海外非政府組織接觸合作有關。
3. 計畫應載明事項：包括計畫名稱、目的、日期、內容、執行人員、 目標對象、執行進度、預期成效、經費來源與預算明細項目、向各 機關申請補助之項目與金額（若無，則免）等。
補助標準：本年度以補助3～4個計畫為原則。每一計畫補助額度以新台幣10萬元為上限，依計畫內容及經費預算審核，補助費檢據核實報銷。
執行期限：於97年11月30日前執行完畢。
核銷程序：
1. 返台後須於1個月內，檢送執行報告及經費單據辦理核銷，辦理 完成期限為97年12月5日前。
2. 報告應載明事項：行前準備、田野任務、執行日誌、心得與建議、後續可行計畫評估等項目。
3. 須提交可供A4格式輸出大小的照片或影音資料，及授權蒙藏委員會非營利使用的同意書。照
片須附說明（時、地、攝影者及圖說30－50字）；影音資料須有旁白說明。
4. 製作簡報檔，並參加蒙藏委員會辦理的成果發表會或相關宣導活動。
注意事項：計畫獲蒙藏委員會核定補助後如有變更需求，須事前經蒙藏委員會同意，方能辦理。
